إن الدولة والمُلْكَ للعمران بمنزلة الصورة للمادَّة وهو الشكل الحافظ لوجودها وانفكاك أحدهما عن الآخر غير ممكن على ماقُرِّرَ في الحكمة فالدولة دون العمران لا يمكن تصوُّرها والعمران دونها مُتَعَذَّرٌ فاختلال أحدهما يَسْتَلْزِم اختلال الآخر
